You need to download the Beta 3 Adminpak for the Windows .Net Server from
http://www.microsoft.com/downloads/release.asp?ReleaseID=34032&area=search&o
rdinal=1

For use on Windows XP.
(please note URL may have wrapped to second line)

Note this is a Beta release and you must except that risk
