XP ADM files with NT4 ploledit

Hi, folks my problem concernes converting xp .adm files
into templates that can be used by an NT4 type poledit.
In the XP resource kit it explains how to do it

However this does not work and I got the message:
The following error occurred in: C:\windows\inf\system.adm
on line

After a bit of playing around I worked out that if I
commented out the lines that began with EXPLAIN or
SUPPORTED The templates opened, however I still had a
section called unsupported Administrative templates with
the following text
The System.adm file you have loaded requires Group Policy
in Windows 2000. You cannot use the System Policy Editor
to display Windows 2000 Group Policy settings."
Refer to the Group Policy White Paper for more information.

To get rid of this section/message I commented out all the
text between and including #if version <= 2 and #endif
Can anyone tell me if I am on the right track or am I
missing something?
Maybe I should comment out all the lines between the #if
version and #endif statements?
