Snapin Failed to Initialize

I have XP Professional installed and I am the sole user
and the Administrator. I went to the Control Panel,
Administrative Tools and attempted to open Local Security.
I received the error message:

Snapin Failed to Initialize
Name: Group Policy
CLSID: {8FC0B734-A0E1-11D1-A7D3-0000F87571E3

After some time trying to troubleshoot this problem, I went
to the System Tools, System Restore to see if that might
help. However when I clicked on the System Restore icon I
received yet another message:

"This application failed to start because FRAMEDYN.DLL was
not found. Reinstalling the application may fix the
"problem.

I found a similar problem listed in Q319114 and used the
procedures there to re-install framedyn.dll even though it
was correctly in the proper folder just in case it was
corrupt. This did not fix the problem.

I followed the second procedure in Q319114 to look at the
Path environment variable. It was entered as:

%SystemRoot%\System32;%SystemRoot%;%SystemRoot%\System32\wb
em;D:\Program Files\Pinnacle\Shared Files;C:\Program
Files\Common Files\Adaptec
Shared\System;C:\Progra~1\Common~1\Uleads~1\Mpeg;C:\Program
Files\Pinnacle\Shared Files.

The

%SystemRoot%\System32;%SystemRoot%;%SystemRoot%\System32\wb
em

portion of the statement is as spcified in Q319114.

I would appreciate any help in resolving this problem. Any
ideas?
