password complexity

i'm running win xp pro on an ibm x22 laptop...at some
point, i turned on the "password complexity" requirement -
- and would now like to turn it off.

accessing the "local security policy" from my
administrator account, i can see that complexity is
enabled -- but the selection to disable it is grayed out,
i.e. i can not modify the selection.

i run two admin accounts on the computer -- and neither
are able to change the selection. is there another place
to change it? is there a different selection that i need
to change first in order to be able then to disable
complexity, i.e. is it dependent on another setting?
