Try opening MMC directly, instead, and then add the Group Policy snap-in
from there. (I'm assuming you have XP Pro here or wouldn't even be into
this.)

Something like this (from memory, sorry):
1. Start, Run, MMC
2. Click File, Add/Remove Snap-in
3. Click Add...
4. Select: Local Users and Groups, Click Add
5. Click Finish
