Calendar access for CEO

Is there a method to share ALL users calendars with the
CEO.

I would like to show him how to view calendars of his
employees, BUT I do not have access to the individual
employees Outlook to allow permissions to their individual
calendars.

I do however have access to the exchange 2000 server and
admin login.

I looked at the users *** ;-) could not determine if I
could
share their calendars from the mmc.
