Some files & folders have been locked - "access is denied"

Just recently, some nearly every folder or file I copy to
somewhere e.g. the desktop becomes "access is denied" when
to open/move/delete it.

This has really mucked me up because even my recently
bought GTA3 has stopped working because the GTA3.exe file
has also become access is denied after I moved it back and
forth.

I don't know what to do about this, I have a single
administrator account, no encryption setup.

Using WinXP Pro.
