My compliments Jeffrey,

It took me some hashing about but, I was able to boot the
computer into SAFE mode and then made my way into the
directory's permissions where I was able to change them
this time and took ownership of the entire directory.

Have burned everything to CD and I am now in the process
of reinstalling with a clean format, and some addtional
safeguards.
