Doesn't sound like a Microsoft error message, to me. You might try
running it in a compatibility mode - To do this, right-click the Photoshop
shortcut in your Start Menu, select Properties, go the Compatibility tab of
the dialog and set the program to run in W95 or W98 mode. This procedure
enables some tricky XP features that "fool" the application into believing
that it is able to write to file and registry locations that it would
ordinarily get "Access Denied" errors from when run under the context of a
limited user which may be the source of the errors you're hitting.
