Policy to disable FTP access to Win XP Pro

Is there a policy (or any other means) of disabling ability for certain
groups of users to make incling connections via FTP to FTP service on
WIndows XP Professional machine? I figure that if I remove user or group
from "Access this computer from the network" policy, they will be denied
access via FTP, but this will prevent them from connecting via other
protocols as well (lets say via HTTP) which is not what I want. So basicaly
I am looking for granual policy to control FTP access.
