Users are responsible for backup / off-site storage of their
own EFS cert/keys and Password restore disks. If you could
do it for them, EFS would offer them no privacy.

You (sys adm) are responsible for backup of the system,
including the all important System State, and of the EFS
cert/key of the data recovery agent (and of your own accounts).
