Locked out _from what_ ?
It sounds as though you _can_ log in as admin.
If so, set a Deny ACE for Administrators group on the
%windir%\system32\GroupPolicy directory.
Log off and back in. Now remove the Deny ACE
and use Local Policy editor to remove the hindering
setting.
