You can try installing the program on top of itself for each user. You
can try running the setup program using a compatibility mode. And you
can try running the app in a compatibility mode. You may also need to
change folder permissions on the Program Files app folder to allow
limited users to access it.
All these issues are due to the way the installer (doesn't) work in the
new Windows XP model of file placement and due to problems with the way
the apps almost work when they run.
