Access Privileges for Older Programs

Why can't regular users in Windows XP run certain older
programs (i.e. FileMaker Pro 5.0, older PC Games)installed
by an administrator? The program is available in the start
menu (for the regular user) but access privileges are
denied!

Even a second administrator cannot run the older program;
only the administartor who originally installed it!
