ftp connection

I am running XP Home version. The resident firewall is
disabled (default). I am also running Norton Internet
Security. Even with Norton IS fully disabled, and ftp
set to PASV mode, I am not able to make any ftp
connection. Can someone point me in the right direction,
please.
