Outlook XP

Urgent help. I am having a problem in opening up links in
my Outlook XP (2002) emails. This only happen after
upgrading from Office 2K to XP.

Error: This operation has been cancelled due to
restrictions in effect on this computer. Please contact
your system administrator.

****I have adjusted my security level to low and it
stills do this...HELP ME.
