Interactive logon

i want to be able to set up users for interactive logon , i know where
to find the place in local policy but the option to add any user is
greyed out , the icon is diffrent too , looks like a computer with
paper coming out of it? the rest look like oo111 , i assume that this
is set some where else to stop it being change , can any of u gurus
out there help ,
