Format HD in Win XP?

I am not sure it's possible, but how can a person reformat their hard drive
in Windows XP home edition oem? I have tried to reinstall windows several
times and asked the program to delete the NTFS partition but each time I
request it the program says it can't be done because it has files needed for
setup.

I want to reformat my drive and install xp with a fresh install because it
has saved several previously installed files. It seems to be taking up a lot
of my resources. For some reason my disk cleanup program refuses to continue
and states it's calculating old files. Calculating what, and why won't it
continue?...I have left it running for hours and it still just sits on my
desktop doing nothing. I can't repair because it ask for an administrative
password. What is that and what does it mean?
