Administator/ No access to Windows Critical Updates

The exact error msg I get in Windows Update MGR for NT is
Unable to log on: User account restriction, possable
reasons
are blank passwords not allowed, logon hour restrictions,
or a policy restriction has been inforced. This error msg
opens when I run as:type user name:administrator/password.
Under normal conditions on opening updates from my
browser, windows pane comes up as administrator
only:followed by instructions :Run as: default tabed on
current user with security box checked:click ok/
error: unknown user and or password?. Under user accounts
I am checked on as adminastrator their is no other user
acconts on system. Please Help, at WITTS END on this!!!!!!
