TweakUI restricted program access

I tried to use the TweakUI option that allows only set
programs to be run to set one of the accounts on my
computer to have access to IE only. Unfortunately this was
applied to all of the accounts and now I can't access
_any_ of my other programs on _any_ account, including
TweakUI itself! Help!

I've already tried uninstalling TweakUI, but the same
restrictions are still in place ("This operation has been
cancelled due to restrictions in place on your computer").
