issue with winxp limited accounts and using msgr

I refer to a Q article in KB Q307091 - Certain Programs
Do Not Work Correctly If You Log On Through a Limited
User Account.

I posted a message yesterday here(attached) about this problem and
had a response from doug-knox mvp who was helpful in
traking the problem down a little further. I tried what
was suggested but still have the same problem. It doesn't
go away. I would like to know what is the actual cause of
the problem. In the KB article it says that it is by
design and applies to 3rd party apps and those apps not
written for windows xp. Well why is it doing it for msn
messenger! It is in the list and when I last checked MSN
Messenger came with windows XP and thus came from
microsoft and was written for XP and so should work.

It is very frustrating as I don't want to use run as and
login each time the user wants to use messenger. I can't
beleive that they say it is by design. Perhaps they mean
that when they designed the system they overlooked
something and so left it. Thus it was by design flaw.

Please help. I need more information on this such as why it happens instead
of 'this is by design' which seems highly unlikely.
