If the patch is 'not required' you probably already have it installed. Make a note of the KB number and check your update history (windows updates>view update history) to see if the fix has been applied.

I downloaded the Patch, and when I applied it, a message said something like "this patch is not required...".

How can I tell if the patch or update is correctly installed (Vista 64)?

The exploit Conficker uses was patched prior to Conficker being released in October 2008. If Automatic Updates were enabled this was a non-issue.
