Hi Hank,
when starting the PC I gett the following warnings.
1. C:\windows\system32\rasman.dll is not poberly installed or contains an error
2. C:\windows\system32\AUDIOSES.DLL is not poberly installed or contains an error
(The warning text Itranslated from German to English – this PC has a german istallation)
For both I can only click ´OK
For the first warning I need to click this ´OK´ two times
For the second warning I need to click this ´OK´ several times.
Then when starting the internet explorer – browser I get again the warning C:\windows\system32\rasman.dll is not poberly installed or contains an error
And again I need to click this ´OK´ two times.
Quite suspecious…

I found this about rasman.dll.

The second one sounds like an audio problem. I would try going into the Device Manager and check to see if any devices show up as with a red X or yellow exclamation point (!). If they do, try re-installing the drivers.

I found this file RASAPI32.DLL in the system but can not delete it - refused by the system itself.
The Audio device is well installed when I click on the audio icon and check the properties I get the message that the windows host process Rundll32 does not work.
More and more questions...

Sorry, I'm out of ideas. At this point, I would seriously consider a clean install....
is it possible the system was damaged by deleting a F/P?
What is an "F/P"?
