Are you a part of a network or a domain? First you must consider the factors at if you are a plain home user better check if your account has administrator privileges.

for the download concern ( admin login required )
go to start>control panel and check if your account has the proper credentials

in short go to computer management console and verify if your administrator is activated or if your account was given administrator rights.

start>run>compmgmt.msc
Local user and group see the administrator account if its activated
