object in A/D 2003 R2 and connecting from an XP SP2/3 machine, it

Seems strange you are having any issues with this. We rely on that
functionality all the time in a virtually identical environment and I have
yet to hear of a user being able to logon without being forced to change the
password.

But I don't quite understand what you mean here. If the computer is
shutdown, I would be surprised if the user would be able to logon at all. By
"shutdown" do you perhaps mean a hard reset where the computer is completely
powered off and then started again (i.e. cold booted), as opposed to the
"restart" option where the power remains on while the system goes through
the power up sequence (i.e. warm-booted).

It will connect if the user is logs out and logs back in.

By "connect" do you mean that the user is forced to change his/her password
on logon?

Very strange. Any thoughts or suggestions would be helpful. We are
preparing to implement a new policy and want to force all impacted
users to change their passwords.

What other password-related setting have you implemented? Are there any
related GPO's that might be interacting? might there be an issue with the
client configuration?

Only thing I can think of is that in those cases where the password reset is
not forced, perhaps the logon was somehow forced to use cached credentials.
