He means post-SP patches, not existing ones. You might delay a SP a
couple
of months, and the SP wouldn't include patches right up to the SP release
date.
So would patches be reapplied as needed because WU, MU, MBSA, and WSUS all
check file versions? Or would the SP not overwrite later versions in the
first place?

If versioning is properly implemented across the board, later patches
should not be overwritten.
