Actually, the time stamp on the %3%8%9.crl file is 1:34 PM while the other
two are 1:32 PM. All were created at the same time. Any ideas as to what
the error is? This same script worked in my staging domain, however that
domain is just has one domain. Our production domain and the domain that I
am trying to install on now has an empty root domain (root.ads) and a child
domain (ad.okstate.edu)

Same time stamp on all of the files? The %3%8%9.crl seems to indicate an
error in your script.
