Hello,
this is not a security related problem, that's why you didn't get an answer.
If you are using Vista, it has builtin GPO to do so.
If you are using XP, you need both a little windows service and GPO (freeware)

Hello,
We want to apply a domain group policy that shuts off computer's monitors
after 15 minutes. Can't find the setting anywhere. How is this most easily
accomplished?
