Windows security wizard Firewall configuration

Hi,
I used windows security wizard to configure a 2003 server, and even enabling ftp ports on the wizard the firewall don't shows it as opened.
They are there, but unticked.

I also would like to enable the access to the firewall, so I don't need to run the configuration wizard every time I need to modify a port condiguration. But couldn't find where in the GPO the access is disabled to any firewall configuration.

Any ideas?
