On my Windows XP machine, there is an Access Control Entry granting Read
access to INTERACTIVE, which could explain the difference in behaviour when
Terminal Services is involved.

Regardless....I found the answer by running RegMon, and found that the
user/app did not have access to the registry key: "My
Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows
NT\CurrentVersion\PerfLib". Once I gave the user permission to access
this particular key all was well.
