Since you're asking specifically about SBS you should repost this question
to an SBS specific news group.
I don't know anything about SBS but this is definitely possible with most
VPN solutions out there. For example, with ISA you simply don't allow
traffic destined for the Internet from VPN users.

Svyatoslav was talking about preventing local Internet access while
connected to the VPN which is a common configuration for security. You
don't want users accessing the Internet through their local connection
while connected to the VPN. You're asking how to prevent them from
accessing the Internet through their VPN connection. Two completely
different concepts with different solutions.

Internet - to local subnet only, since VPN server provides default gateway
through the VPN connection.
