How to set different USB access privileges in Win2K\WinXP\Win2003

Hi,
I'm now meeting a need to set different USB access privileges for different
RDP session users. I have being looking for a lot of resources, but I can't
find any solution. Could someone kindly do me a favor?

BTW, I have read this
http://msdn2.microsoft.com/en-us/library/ms794732.aspx, and try to using
registry to block user access, but I failed.
