Thanks for the tips Marcin. After installing the adminpak.msi on a test
workstation I don't really like the install. I want something easier for
the managers to use.
I like the scripting idea but just don't know enough about it to manage the
scripting in the time I have available. Maybe I'll post some questions on
the scripting news group and see if anyone can help me out there.

look into http://support.microsoft.com/?kbid=314978 regarding installing
specific admin tools included in the Adminpak.msi. Since this is a Windows
Installer packaged software, you can deploy it via Group Policy.
Alternatively, use scripts listed at
http://www.microsoft.com/technet/scriptcenter/scripts/ad/users/default.mspx?mfr=true
