look into http://support.microsoft.com/?kbid=314978 regarding installing specific admin tools included in the Adminpak.msi. Since this is a Windows Installer packaged software, you can deploy it via Group Policy. Alternatively, use scripts listed at http://www.microsoft.com/technet/scriptcenter/scripts/ad/users/default.mspx?mfr=true
