Problem delegating control



Hello,

Trying to delegate control of an OU to a user. I go through the wizard and
everything seems to go fine. I check all of the tasks. But when I sign in
as that user I am not able to do simple things such as reset passwords. I
have to make the user an administrator. Any idea what the problem might
be??
