But wouldn't giving domain admin rights be exactly what she said she doesn't

Is there a way to give a person admin rights for Server 2003 to:
- Shutdown/start up server
- Start/stop services
- View BackupExec backup logs
- Reset user passwords
Without having full Administrator privilieges, (i.e. view user share
files)?
