With regedt32 you have the permissions option. Just rightclick the key or type.

Um.........there is no choice for Permissions or Properties on any of
the keys in Regedit............

Have you verified that the account has permissions? Perhaps someone
or something has changed the registry permissions from default. Open
Regedit, HKEY_LOCAL_MACHINE, Software. Right-click Software,
Permissions. You want to verify that local Administrators has full
permissions.
