How that script would know "if just the groups and users that need to have
access to each share are the correctly configured" ?
You may want to use xcacls.exe from ResKit and automate it's output into a
text file which you would check with your own eyes.
That would free you from the GUI part, but not provide the "complete
automation" you seem to be asking for.
