SCW craps out during Apply - something about Firewall

When applying the new Security Configuration Wizard profile that I
just built, the SCW ends with "Cannot Apply Security Policy",
"Problem: Unspecified error". Running Windows 2003 Web Edition SP2.
Couldn't find anything online about it except for another post with
the same problem and no solution. (http://www.derkeiler.com/Newsgroups/
microsoft.public.windows.server.security/2005-10/0130.html)
On the server, I tried running the Apply with and without firewall
service running, same result.
Any ideas? Here's the SCW log:
