Output of cacls:

and as you can see it's not a system/reserved name. And yes, i did
reboot; also i ran Unlocker to see if for any reason this file is locked
by any process and it's not.

Was able to delete from cmd, but it doesn't solve the problem though: i
have couple more files like that and those I need to use, so i can't
delete them... any suggestions?

maybe the virus scanner is involved?

That was exactly my thinking, anti-malware interference,
especially seeing netcat\nc.exe

You could also check, if you see something with Process Explorer.
