How Do Release Numbers and Service Packs Relate?

Foolish question, I suppose but I am confused and have been unable to find an authoritative answer. If one takes straight 2003 server and applies all upadates including Service packs currently available, how (if at all) would that differ from 2003 Server R2 fully patched with the same Service Packs applied?
