What is the question?

If you do not configure an IPsec policy on a box then it is not
using IPsec, right? So, it depends on what you want. Else, if
you ask how to go about it, that is usually done with a GPO if
the same policy is applicable to numbers of similar computers.

- is there an easy recommended set-up in implementing IPsec?
