Software restriction policy, applied from AD-based GPO, can
control application launch based on user involved.
Alternatively, nore simply, and less infallibly, one can just tweak
the NTFS permissions of the executables to control to what accounts
"execute" is allowed. (note: this does not solve a copy brought in
via usb key).
