Certificate Services: Windows 2000

Greetings!
The documentation did not appear to explicitly describe/define how-to have a
back-up CertServer; eg. be able to take a certificate server down for
maintenance or upgrade and still have certificates available for validation,
etc. I had personally thought about creating a second 'offline' CA, but
even here I was not sure that is could be 'online' locally (e.g. Intranet).
The Primary Problem is having certs available for NetMeeting, Outlook/Other
Email, IIS, and IE.
Anyone have some ideas?
