Thank you for your patience. My problem is I can't figure out how to load
the "RAS and IAS Server" template. I need to get this template to my list

CA templates otherwise the MMC console will not pick it up...right. There
must be something very simple that I'm not getting.

Wow. just realized. To issue v2 certificate templates, you must run the
CA on Enterprise Edition. That is your only solution.
