Yes, I meet all of these requirements. I just tried it again. The only template which is available, is the "computer" type. I don't know what else could be wrong. Do you have another idea?

For test purposes, I've also tried a different computer, which is also a member or the "ras and ias server" group, to request the template. Unfortunately with the same result as described above.
