IMO you should be happy with that result.
Providing them with a space that is private to themselves is the
point of "home folders", so defining it so that they can breach
that constraint is counter-productive.
If they want to change the permissions in order to accomplish
sharing, then provide server based sharing areas that meet their
sharing needs.
In my experience, the general "user" understands permissioning
less well that does, at least in theory, the system admin. This
means that allowing them to determine the scope of sharing is
asking to, sooner or later, have shared areas with accesses
defined in unexpected, ill-understood ways, setting the organization
up for violations of privacy and/or info protection compliance.
