Just to clarify that is the same store as Credential Manager which can be
accessed by control keymgr.dll

This happens occasionally to our users who check a box somewhere to
save their password. To fix it, while logged in as the user, go to
User Accounts in the Control Panel. On the Advanced tab, choose Manage
Passwords, and delete whatever is there.
If the user does not have sufficient priveleges to get into User
Accounts, there's a "manage passwords" option on the login screen.
