That would be where one should set it, in a GPO linked to the domain.
If that is ineffective, then perhaps you have not waited sufficiently long
for replication and application on the machines, or perhaps you have a
problem with DC-DC replication.

where do I set a minimum password length so as to not allow blank
passwords? I made the change in "Domain Security Policy" but it did not
work as a domain wide policy for everyone.
