Is this new installation? Did this work at some point in the past?
If you open IIS MMC and under "Default Web Site" do you have a directory
called certsrv?

The default webpage for certificate services //localhost/certsrv fails to
open with a 404 "page can not be found" error. I have tried all
variations
for the localhost including IP address, localhost, 172.0.0.1 and
servername.
So I can not request certificates via the gui. I am logged in with full
admin
rights.
Additional note. I can generate certificates via CLI on this CA.
